Development Applications
Development Applications

Acoustics RB Pty Ltd has provided acoustical assessments for a very broad array of Reconfiguration of Land Applications as well as Material Change of Use applications.

Principal among these have been applications for residential developments adjoining major roads, rail lines as well as developments affected by aircraft noise.

Over the past 40 years, however, Russell Brown has prepared environmental noise impact reports for very large number of industries and groups, including:

Acoustical Design

The acoustical design services provided by Acoustics RB Pty Ltd, while specialised in their nature, cover an extensive range of environmental noise control requirements and acoustical problems such as:

  • Control of noise emission from large industrial developments

  • Acoustic barriers to control road and rail noise intrusion to residential developments

  • Residential building design to control transport noise intrusion

  • Control of noise from air conditioning and refrigeration plant

  • Interspatial noise control

  • Music room design

  • Control of excessive reverberation within occupied spaces

  • Hearing conservation

Acoustics RB Pty Ltd recognises that noise control measures are often perceived to be a cost impost on development and building design projects.  We take the view, however, that well-executed rigorous acoustical design can be used to generate significant savings to development costs.

For example, by using the latest noise level prediction and modelling software, we are able to examine multiple scenarios for noise control treatments each of which is able to achieve the same net outcome.  Thereafter, by working collaboratively with the client, Acoustics RB is able to provide recommendations for the optimum design solution, ie the acoustical mitigation measures which achieve compliance with the relevant noise level limits at the lowest overall cost to the project.

Almost invariably, where this approach has been adopted, the net saving to the project have been an order of magnitude, or more, greater than the acoustical consulting fees accrued.

Court Appeals

Russell Brown first provided expert evidence in 1987.  At that time, the matter was heard by the Queensland Local Government Court.  In the years that have followed, he has presented expert evidence on environmental noise matters on a large number of many occasions and in many jurisdictions in Queensland as well as in NSW.  In that that time, he has been engaged to provide expert acoustical evidence for more than 200 appeals lodged in Queensland in the Planning and Environment Court (and the Local Government Court), the Land Court, the Licensing Court and Administrative Appeals Tribunal and injunctions in the Supreme Court.

Evidence has been provided for appeal matters across a diverse range of

development proposals the various activities:

  • Accommodation

  • Animal husbandry

  • Aviation

  • Cement and concrete

  • Child care centres

  • Churches and mosques

  • Commercial development

  • Education

  • Entertainment

  • Firearms and sports shooting

  • Motorsport

  • Pet and livestock accommodation

  • Quarrying and mining

  • Residential development
  • Resource exploration
  • Rural industries
  • Service stations
  • Shopping centre development
  • Solar energy generation
  • Sports and leisure
  • Tourism
  • Transport
  • Waste disposal, processing and recovery
House Design Reviews
House Design Reviews

Acoustics RB Pty Ltd has conducted site-specific acoustical design reviews for several hundreds of individual detached residences and multi-unit developments to control transport noise intrusion.

The assessments have dealt with the control of road traffic, rail and aircraft noise to the requirements of:-

  • Queensland Development Code Mandatory  Part 4.4 (QDC MP 4.4) Buildings in a Transport Noise Corridor,

  • Australian Standard AS3671-1989 Acoustics - Road Traffic Noise Intrusion - Building Siting and Construction, and

  • Australian Standard AS2021-2015 Acoustics - Aircraft Noise Intrusion - Building Siting and Construction.

Clients have ranged from individual homeowners to some of Australia’s largest private and publicly listed building companies.

On all occasions, the objective of our acoustical design review process has been to achieve the optimum (ie lowest building cost) outcome for the client.  Almost invariably, very substantial building cost savings have accrued, with the savings dwarfing the fees for conducting the acoustical design review.

Acoustical Investigations

The staff of Acoustics RB have undertaken investigations of noise issues across a wide scope of noise problems and concerns.  These have included:

  • Noise transmission between adjoining tenancies and residential units via flanking noise transmission paths

  • Mechanical plant noise transmission via airborne and structure-borne paths

  • Noise source ranking and strategic noise mitigation

  • Reverberation control in occupied spaces

  • Fault finding and noise source investigations in residential and commercial buildings

  • Testing for compliance against acoustical performance standards and DA conditions

  • Peer review of noise impact assessment reports
