Russell Brown is a Mechanical Engineering honours graduate of The University of Queensland (1975) and is registered with the Board of Professional Engineers of Queensland (RPEQ 2799). 

 

Over the past 40 years, Russell Brown has conducted environmental noise impact assessments and acoustical investigations for more than 2000 infrastructure, commercial and residential developments in SE Queensland. 

 

Since 1987, Russell Brown has presented expert evidence on environmental noise matters on many occasions and in various jurisdictions in Queensland as well as in NSW.  In that that time, he has been engaged to provide expert acoustical evidence for more than 200 appeals and applications lodged in Queensland in the Planning and Environment Court (and, formerly, the Local Government Court) and the Land Court.  

 

Russell Brown was a foundation member of the Queensland Division of the Australian Acoustical Society, has served on many positions of the executive of the division and in 2012 was elevated to Fellow of the Australian Acoustical Society.  

 

He is a regular contributor to national and international conferences on environmental noise and a member of the Standards Association of Australia Committee on Environmental Noise (EV-010). 

 

Since 1994, Russell Brown has been a regular guest lecturer in environmental noise at Griffith University and The University of Queensland.

 

For more than 20 years, he has been a recurrent adviser on environmental noise policy to Queensland Department of Environment and Science (formerly DNAAPC, DEH, DoE, EPA, DERM and more latterly DEHP), TMR and various local authorities.
